Korupsi Yang Merajalela

     

      Beberapa tahun terakhir kita sering mendengar berita tentang korupsi, hampir setiap hari di setiap berita dan media cetak sering kali kita jumpai berita tentang korupsi. Korupsi merupakan permasalahan mendesak yang harus diatasi, agar tercapai pertumbuhan dan geliat ekonomi yang sehat. Berbagai catatan tentang korupsi yang setiap hari diberitakan oleh media massa baik cetak maupun elektronik, tergambar adanya peningkatan dan pengembangan model-model korupsi. Ironis sekali memang melihat kasus korupsi merajalela di negeri tercinta ini. Para petinggi-petinggi yang seharusnya memajukan Negara dan memberikan contoh yang baik kepada rakyatnya malah menghancurkan negara dan membunuh rakyatnya secara perlahan-lahan. Dan membuat Negara ini menduduki peringkat ke-5 negara terkorup di Dunia.

     Dalam kehidupan demokrasi di Indonesia, praktek korupsi makin mudah ditemukan di pelbagai bidang kehidupan. Pertama, karena melemahnya nilai-nilai sosial, kepentingan pribadi menjadi pilihan lebih utama dibandingkan kepentingan umum, serta kepemilikan benda secara individual menjadi etika pribadi yang melandasi perilaku sosial sebagian besar orang. Kedua, tidak ada transparansi dan tanggung gugat sistem integritas publik. Biro pelayanan publik justru digunakan oleh pejabat publik untuk mengejar ambisi politik pribadi, semata-mata demi promosi jabatan dan kenaikan pangkat. Sementara kualitas dan kuantitas pelayanan publik, bukan prioritas dan orientasi yang utama. Dan dua alasan ini menyeruak di Indonesia, pelayanan publik tidak pernah termaksimalisasikan karena praktek korupsi dan demokratisasi justru memfasilitasi korupsi.

     Segala sesuatu yang bersangkutan dengan politik di Negara Indonesia dimanfaatkan untuk melakukan praktek suap dan korupsi. Dari pejabat tinggi, aparat kepolisian hingga orang yang bukan bagian dari pejabat negara. Baru-baru ini kita dihebohkan dengan berita “Suap Pengurusan Kuota Impor Daging Sapi” yang melibatkan nama Ahmad Fathanah sebagai tokoh utamanya. Bukan baru-baru ini saja sebelumnya kita juga mendengar berita “Kasus Korupsi Bank Century” dan masih banyak lagi. Mengapa begitu mudah petinggi-petinggi di Negara ini melakukan korupsi? Apa karena rendahnya akhlak dan mental petinggi-petinggi di Negara ini atau karena ringannya hukuman yang diberikan kepada para koruptor sehingga membuat para koruptor tidak jera.

    Tidak tegasnya pemerintah memberantas kasus suap dan korupsi salah satu faktor penyebab maraknya terjadi praktek suap dan korupsi di Negara ini. Pemerintah dan KPK tidaklah lepas tangan untuk kasus Korupsi, baru-baru ini KPK membuatkan baju khusus untuk narapidana koruptor yang bertujuan memberikan efek jera kepada para pelakunya. Pemerintah juga telah merumuskan UU anti korupsi yang terdiri dari empat unsur penting, yaitu unsur penyalahgunaan wewenang unsur memperkaya diri sendiri, unsur merugikan keuangan negara dan unsur pelanggaran hukum. Kalau terjadi tindak korupsi, pelakunya langsung bisa dijerat dengan tuduhan atas empat unsur tersebut. 

        Menurut saya pribadi apa yang dilakukan oleh pemerintah itu sudah bagus tetapi KPK masih terlalu lembek terhadap para koruptor. Membuatkan baju dan sel khusus tidaklah akan memberikan efek jera kepada pelakunya. Saya melihat para koruptor masih bisa tersenyum dan tertawa setelah melakukan tindak korupsi. Diperlukan sebuah hukuman yang sangat berat untuk para koruptor sehingga membuat jera para koruptor dan membuat pejabat yang lain menjadi berpikir kembali untuk melakukan korupsi ataupun penyuapan. Sebagai contoh, Negara Arab yang memberikan Hukum mati kepada para koruptor, Negara China yang mencabut kewarganegaraan bagi para koruptor. Atau memberikan hukuman penjara seumur hidup, mengembalikan uang hasil korupsi sesuai dengan jumlah yang telah diambil para koruptor. Korupsi yang terjadi di Indonesia ini juga tidak hanya melibatkan satu orang atau satu pihak saja, melainkan banyak pihak yang turut serta dalam membantu proses korupsi tersebut. KPK selaku pengawas dan pemberantas korupsi harus bisa lebih meningkatkan pengawasannya terhadap oknum yang ingin melakukan korupsi. Dengan adanya kinerja yang baik dari pihak pengawas korupsi, kasus korupsi di Indonesia ini minimal bisa lebih berkurang dan membuat para koruptor jera. Dan bagi para oknum yang ingin melakukan korupsi akan berpikir kembali untuk melakukannya.
